Do blood safety standards require that two health professionals verify patient identity prior to transfusion?

No. Although many facilities require a 2-person identity check prior to transfusion, international standards do not require this. Canadian CSTM Standards* refer to the "transfusionist" in the singular; BCSH guidelines** recommend a 1-person check.
